This fits exactly as stated. I've worn it during several rides, all when it was raining very heavy. The weather ranged from 40's to the 60's. In all cases, I was completely comfortable and totally dry (at least from waist up) at the end of the 2-hour ride. I've had other jackets, and they couldn't do all this, plus they usually were really bad for cycling.
